A historic decision awaits the residents of Falmouth, as they prepare to vote on a proposal that could transform a beloved golf course into a solar farm. This story is a classic battle between tradition and progress, and it's one that has sparked passionate debates within the community.
The Cape Cod Country Club, a century-old golf course, is facing an uncertain future. Next Monday, November 17th, Falmouth residents will gather to decide its fate. The proposal, put forth by PureSky Energy, aims to convert the course into a solar array and battery storage site, while also dedicating a significant portion of the land for conservation purposes.
But here's where it gets controversial... If approved, PureSky Energy plans to cover approximately 57 acres with over 45,000 solar panels, generating an impressive 29,000 megawatt-hours of energy annually. This project would provide a substantial 7% of the county's electricity needs. However, it comes at a cost - the developers would need to clear about 10 acres of land for the solar arrays and battery storage facility.
The plans also include a generous donation of 137 acres to the town, which would be used for conservation efforts such as planting pollinator meadows and trees. This donation would create new walking trails and open fields, including the preservation of a much-loved sledding hill.
The Cape Cod Commission, the region's planning agency, has already given its approval to this ambitious project during a September meeting. It's the most extensive solar array the commission has approved in the county and would be one of the largest in the state.
At the upcoming Town Meeting, three articles related to the project will be up for debate. Article 12 will authorize the land donation and the lease-back deal, allowing the town to reserve parts of the site for municipal and conservation use. Article 13 will permit the Select Board to petition the state Legislature to accept the land as a gift, streamlining the donation process.
And this is the part most people miss... Article 14, a citizens' petition, seeks to halt the project by removing the golf course from the town's solar overlay district. This move has divided the community, with some advocating for the course's preservation due to its affordability and historical significance.
David Friel, the owner of the course, whose family has managed the property since 1985, has expressed little interest in keeping it as a golf course due to financial struggles. Early discussions with developers in 2019 explored options for housing or solar development on the land.
If approved, the project team estimates a transition period of six to nine months to transform the golf course into a solar array and open space. Derek Moretz, VP of Development at PureSky Energy, expressed excitement about the project, stating, "These projects will demonstrate that clean energy development can go hand in hand with environmental protection and community benefit."
However, not everyone is on board with this vision. Some residents have voiced their opposition, advocating for the golf course to remain open. They argue that it is one of the few affordable public courses in the area and has historical significance, having hosted three consecutive Massachusetts State Open tournaments in the 1950s.
A Change.org petition to keep the course garnered over 3,500 signatures, with one petitioner writing, "This course is a treasure that should be celebrated and supported, not abandoned."
